基于云端的小农户综合服务平台构建研究

实现小农户与现代农业的有机衔接,是当前我国农业农村工作的重要任务之一,而小农户生产的规模化和集约化,则是实现该任务的主要路径。这需要打破小农户天然存在的制度、资源和信息的不对称以及投入产出效率低、金融支持和服务体系不完善等劣势。近年来,城镇化和土地流转、成立农业合作社等政策的推出也未从根本上扭转我国农业生产中小农户的主体地位。因此,有必要构建一个基于云端的小农户综合服务平台,借助物联网、大数据等智能时代的成熟技术来打破小农户的空间、制度和信息壁垒,实现小农户的聚合及规模化生产。平台通过对接供需、推送农技信息、创新金融服务模式,帮助小农户作为整体有机融入区域性农业产业链。在服务过程中,平台在搜集小农户日常生产经营数据基础上进行提炼、分析和建模,以技术手段和科学方式来弥补小农户生产经营短板、降低生产经营风险,从而为现代农业与小农户生产的有机融合架设一座先进技术的桥梁。

Achieving an organic integration of smallholders with modern agriculture is one of the important tasks in China's current agricultural and rural work.The scaling and intensification of smallholder production is the main pathway to accomplish this task.This requires breaking down the inherent institutional,resource,and information asymmetries of smallholders,as well as their disadvantages in input-output efficiency,lack of financial support,and an imperfect service system.In recent years,the implementation of policies such as urbanization and land transfer,and the establishment of agricultural cooperatives,have not fundamentally changed the dominant status of smallholders in China's agricultural production.Therefore,it is necessary to build a cloud-based integrated service platform for smallholders,leveraging mature technologies of the intelligent era such as the Internet of Things and big data to break down the spatial,institutional,and information barriers of smallholders,and to achieve their aggregation and scale production.The platform connects supply and demand,pushes agricultural technology information,and innovates financial service models to help smallholders integrate organically into the regional agricultural industry chain as a whole.In the process of providing services,the platform refines,analyzes,and models the daily production and operation data of smallholders to compensate for their shortcomings in production and operation,reduce operational risks with technical means and scientific methods,thus building an advanced technological bridge for the organic integration of modern agriculture and smallholder production.
