Research on Sustainable Poverty Alleviation Practice in Lincang's"the Directly-Entering-Socialism Ethnic Group"Areas and the Integration of Rural Revitalization

在我国现行标准下“直过民族”地区贫困人口已全部脱贫,中华人民共和国成立后“一步跨千年”的“直过民族”迈向从贫困落后到全面小康的第二次历史性跨越。脱贫攻坚的伟大历史性实践,对于世界理解中国特色减贫道路、中国特色反贫困理论具有重要价值。“直过民族”的跨越式发展是中国消除千年贫困的缩影,然而告别绝对贫困的“直过民族”聚居区仍面临防返贫、相对贫困、稳定脱贫等现实问题,可从构建多元主体合作产业发展模式、打造乡村扶贫产业园区、保护性生态环境开发与利用、构建和完善可持续生态模式、发挥基层党组织引领作用等方面做好脱贫攻坚与乡村振兴的有效统筹衔接,走可持续稳定脱贫之路。

Under the current standards in China,all the poor people in the"the Directly-Entering-Socialism Ethnic Group"area have been lifted out of poverty,and after the founding of New China,the"step across the millennium"of"the Directly-Entering-Socialism Ethnic Group"has moved to the second historic leap from poverty and backwardness to an all-round well-off society.The great historical practice of poverty alleviation is of great value for the world to understand the path of poverty reduction with Chinese characteristics and the anti-poverty theory with Chinese characteristics.The leapfrog development of"the Directly-Entering-Socialism Ethnic Group"is the epitome of China's elimination of millennium poverty.However,the"the Directly-Entering-Socialism Ethnic Group"ghettoes that bid farewell to absolute poverty still face practical problems such as preventing return to poverty,relative poverty,and stable poverty alleviation.It can effectively coordinate poverty alleviation and rural revitalization from the aspects of building a multi-subject cooperative industrial development model,building a rural poverty alleviation industrial park,protecting the development and utilization of ecological environment,building and improving a sustainable ecological model,and giving play to the leading role of grass-roots party organizations,so as to take a sustainable and stable path of poverty alleviation.
