坚持“四个机关”定位和要求,加强人大及其常委会自身建设

Uphold“Four Organs”Positioning and Requirements,Enhance the Self-Construction of the NPC and its Standing Committee

各级人大及常委会成为政治机关、权力机关、工作机关、代表机关,是习近平总书记立足新时代赋予人大及常委会的新定位、新要求。“政治机关”要求人大及常委会坚持党的全面领导,“权力机关”要求人大及常委会切实保证人民当家作主,“工作机关”要求人大及常委会依法承担各项职责,“代表机关”要求人大及常委会始终保持同人民群众的密切联系。顺应新时代新要求,人大及常委会应以思想政治建设为统领,着力加强自身人民民主建设、工作能力建设和服务代表建设,从而坚持和完善作为“四个机关”的人大及常委会,开创新时代人大工作新局面。

People's congresses and standing committees at all levels turming into political,power,working and representative organs is the.new positioning and new requirement vested to the NPC and its standing committee by the General Secretary in the new era,with being“political”requires uphold of the overall leadership of the Party;being“powerful”,the earnest insurance that people are masters of the country;being“working”,assumption of various responsibilities in accordance with the law;and being“representative”,the maintenance of close ties with the people throughout the NPC and its standing committees.In response to the new requirements of the new era,the NPC and its standing committee should take political development as lead,focusing on improvement of their democracy,working capacity,and ability to serve deputies,and upholding and improving its functions as the“four organs”to open up new prospects for the NPC's work.
