The Work of Eliminating Political Bandits in Western Henan during the War of Liberation in Diary of Qin Jiwei

解放战争时期,以地主恶霸和国民党反动官吏组织当地土匪、保甲、会道门等反动顽固势力形成的土顽把控着豫西广大县城乡镇地区的基层政权,阻碍中国人民解放军夺取中原、争取解放战争主动权的战略部署。面对这一情况,中国共产党从中央到地方都将肃清土顽作为做好群众工作、建立地方政权与地方武装、巩固发展中原解放区的基础以及发起战略进攻、夺取解放战争胜利的重要一环。晋冀鲁豫野战军第九纵队司令员秦基伟深入豫西,广泛发动群众,将军事措施和政治建设相结合,迅速完成清剿土顽,推进豫西基层人民民主政权和豫西根据地建设的任务,为战略决战创造了稳定的补给基地和群众环境,也为新中国成立前后大规模剿匪反霸运动积累了经验教训。

During the China’s War of liberation,landlords,bullies and reactionary Kuomintang officials organized local bandits,local armed forces,feudal religions and other stubborn reactionary forces to control the grass-roots political power in the vast counties and towns of western Henan,obstructing the strategic plan of the Chinese People’s Liberation Army to seize Henan and win the initiative in the war of liberation.In the face of this situation,the Communist Party of China from the central to the local authorities took the elimination of political bandits as an important part of the mass work,the establishment of local political power and local armed forces,the consolidation of the development of the liberated areas in Henan,and the launch of strategic attacks to win the war of liberation.Qin Jiwei,commander of the Ninth Column of the Jin-Ji-Lu-Yu Field Army,went into western Henan to mobilize the masses extensively.By combining combined military measures with political construction,he quickly completed the task of eliminating political bandits,promoting the democratic regime of the grass-roots people in western Henan and the construction of the base areas in western Henan,and creating a stable supply base and mass environment for the strategic decisive battle.It also accumulated experience and lessons for the development of large-scale campaigns to wipe out bandits and bullies before and after the founding of the People’s Republic of China.
