阿根廷基础教育阶段《灯塔学校计划》探析

摘要 为了贯彻落实阿根廷《国家教育法》对教育公平和教育质量提出的要求,消除"学习贫困"、解决教育差距悬殊等教育问题,经相关部门合理规划,2017年阿根廷教育部正式推行基础教育阶段的改革措施《灯塔学校计划》。该计划作为一项弱校扶持计划,受到有关部门的协同支持及各学校的广泛参与。计划主要围绕核心项目"学校重点学习项目"展开,通过多样的形式听取各方的咨询意见,在学校地区支持网络的协助下得以有效实施。当前该计划已经取得了较为可观的成绩,并且将在有序施行过程中不断完善和发展。 In order to implement the requirements of the Argentine National Education Law for equity and quality in education,to eliminate“learning poverty”and to figure out education problems such as disparities in education,Argentina’s Ministry of Education launched in 2017 the Beacon Schools Program,a reform initiative at the basic education stage,following a reasonable planning by relevant departments.As a support plan for underprivileged schools,the plan has received the coordinated support of relevant departments and the extensive participation of schools.The program is centered on the core project“Priority Learning School Project”,which is implemented in a variety of ways with the advice of various parties and the help of a regional support network of schools.The program has already achieved significant results and will continue to improve and develop in the course of its implementation.
