南非中小学校园性暴力危机及其应对

The Crisis of Sexual Violence in South Africa’s Primary and Secondary Schools and Its Response

校园性暴力问题一直是南非中小学教育面临的重要挑战。南非政府自2000年起在中小学引入了"全面性教育"课程,并以各种宣传形式向学校师生及社会普及反校园性暴力的知识与技能,以实现预防校园性暴力的目的。另一方面,南非政府努力完善校园性暴力预防、管理和报告机制,先后制定《关于预防和管理性暴力和性骚扰的准则》和《学校性虐待和性骚扰管理和举报指南》,明确各级各类相关群体在反校园性暴力中的权责分工、工作程序和细则。南非政府在反校园性暴力方面采取的举措,对于中国反校园性暴力具有一定的启示意义。

Sexual violence in schools has been a major challenge for primary and secondary education in South Africa.Since 2000,South Africa has introduced the Comprehensive Sexuality Education curriculum in primary and secondary schools,and has disseminated knowledge and skills about sexual violence in schools to teachers,students and the community through various forms of publicity to prevent sexual violence in schools.On the other hand,South Africa has made efforts to improve the prevention,management and reporting mechanism of sexual violence in schools,with formulation of Guidelines on the Prevention and Management of Sexual Violence and Harassment and Protocol for the Management and Reporting of Sexual Abuse and Harassment in Schools,clarifying the division of authority and responsibility,working procedures and rules for stakeholders at all levels in antisexual violence in schools.The measures taken by the South African government to combat sexual violence in schools have some enlightening significance for China to combat sexual violence in schools.
