摘要
社会参与教育公共治理是一种有广度和深度的供给侧结构性变革,能有效提高公共教育服务的总量、质量与效率,具有明显的价值优势、资源优势、福利优势和文化优势。激发多元社会参与的责任感、创造性、协同性,需要明确这一社会参与行动架构的合法性,明晰社会参与的主体、决策权与影响力;建立公信力这一社会参与的价值基石,在保障公平并保有独立性、提高专业性上着紧用力;正视社会参与的可能限度,处理好参与偏好、志愿危机、沟通难题、成本负担等阻碍。
Social participation in educational public governance is a kind of supply-side structural reform with breadth and depth,which can effectively improve the quantity,quality and efficiency of public education services,and has obvious advantages in value,resources,welfare and culture. In order to stimulate the sense of responsibility,creativity and cooperativity of diverse social participation,it is necessary to clarify the legitimacy of the framework of social participation action,as well as the subject,decision-making power and influence of social participation. Public credibility,the value foundation of social participation,should be established. It strives to ensure fairness while maintaining independence and professionalism. We should face up to the possible limits of social participation and deal with the obstacles such as participation preference, voluntary crisis, communication difficulties and cost burden.
