人工智能时代协商民主的时间约束与优化

Time Constraint and Optimization of Deliberative Democracy in the age of AI

民主理论自古希腊城邦时期奔流而下,协商民主是其中一个重要的理论贡献。当下学术界的协商民主研究贡献颇丰,却始终未曾重视时间维度下的协商民主究竟呈现何种状态。文章基于时间观念、时间策略和时间规则的分析框架,对于协商民主的时间维度进行了审视,分析了时间约束下的协商民主机制,认为人工智能时代的智能技术嵌入协商民主实践,能够实现时间约束的消解、协商民主机制的优化。重视协商民主的时间约束仍需进一步的实证研究加以校准。

The theory of democracy originated from the period of the ancient Greek city-states, and one of the crucial theoretical contributions is the theory of deliberative democracy. At present, scholars have made a lot of contributions to the research on deliberative democracy, but they have not paid much attention to what kind of state the deliberative democracy takes in the time dimension. Based on the analytical framework of time concept, time strategy and time rule, the time dimension of deliberative democracy is examined, the mechanism of deliberative democracy under the time constraint is analyzed, and it is pointed out that the intelligent technology embedded in the practice of deliberative democracy in the age of AI can eliminate time constraint and optimize the mechanism of deliberative democracy. The time constraint of deliberative democracy still needs to be calibrated by further empirical research.
