摘要
公务员管理的法规体系与具体实践是国家治理体系和治理能力的重要体现。中国和俄罗斯有着不同的政治制度、国家体制、基本国情和历史文化,形成了不同的公务员管理体制。同时,双方在公务员管理法规体系建设与具体实践方面又有很多共同或相通之处。中俄两国推动公务员管理法制化的道路是相近的。在录用管理、人才储备与培训、限制与监管、预防与惩治腐败等很多领域,双方各具优势,各自开展了特色实践。两国应进一步加强在公务员管理方面的合作与交流,不断提升各自的公务员管理和公共服务法制化和科学化水平。
Regulation system and concrete practice of civil-servant administration are important manifestation of national system and capacity for governance.China and Russia have different political system,national institutions,basic dimensions of national context,history and culture,which result in different civil-servant administrative institutions.Meanwhile,both countries have many same or connective areas in regulation system and concrete practice of civil-servant administration.They have similar roads to promote legalization of civil-servant administration and respective advantages and featured practice in many areas such as recruitment management,talent reservation and training,restriction and supervision,prevention and punishment of corruption.They need to strengthen cooperation and exchanges of civil-servant administration and continue to improve their own levels of legalization and scientification of civil-servant administration and public service.
