国家自然科学基金区域创新发展联合基金(四川)的管理经验及对多元化投入机制改革的思考

The Introduction of Management Experience of Regional Joint Fund of Sichuan Province and Reflections on the Reform of Diversified Investment Mechanism

区域创新发展联合基金作为国家自然科学基金的重要组成部分,是新时期科技体制创新和多元投入机制改革的典范,在四川省高水平人才及团队的引进和培育、省内科技重点问题突破、前沿领域探索等方面发挥了重要作用,有力支撑了四川科技的高质量快速发展。在区域联合基金的申报管理工作中,四川省积极推动广泛参与、开放竞争和广泛合作的科研氛围形成,大力改革创新,持续优化工作举措,逐渐形成了项目布局、指南征集、分类遴选、组织申报、成果转化的全周期管理模式。本文系统介绍了四川省区域联合基金管理的工作经验,同时立足新发展阶段国家科技发展的目标和要求,展望多元化投入机制改革,提出建议。

As an important part of the National Natural Science Foundation of China,the Regional Innovation and Development Joint Fund is a successful example of both innovation in science and technology system and reform of diversified investment in the new era.It has played an important role in talent training,teams introduction,breakthrough in key issues and explorations in frontier fields in Sichuan Province,which strongly supported the rapid development of science and technology of Sichuan province with great quality.Sichuan province has continuously iterated and optimized various working measures in the management of Regional Joint Fund,while gradually formed a full-cycle management model covering the collection of guidelines,classification and selection,projects organization and application,as well as achievements transformation.A series of measures on innovation and reform have been put forward,which has created a scientific research atmosphere of active participation,open competition and broad cooperation in Sichuan province.This paper introduces the experience of project layout,guidelines collection,application and management,and also achievement transformation systematically.At the same time,based on the national goals and requirements of development in science and technology at the new stage,suggestions and prospects for the direction of reform regarding diversified investment mechanisms are proposed.
