国家自然科学基金区域创新发展联合基金(湖南)项目申请与立项情况分析与思考

Analysis and Reflection on the Application and Establishment of the Projects of the National Natural Science Foundation of China Regional Innovation and Development Joint Fund (Hunan Province)

湖南省是我国中部地区科技创新的重要阵地,2018年湖南省首批加入国家自然科学基金区域创新发展联合基金,为科技创新更上新台阶提供了契机。本文通过系统分析2019、2020年湖南省区域创新发展联合基金项目申报和立项情况,发现该联合基金很好地吸引和集聚了外省优秀科研力量来解决湖南省的科学技术难题,这与国家自然科学基金区域创新发展联合基金设立宗旨完全吻合。针对目前基金管理工作中存在的不足,本文还提出了一系列意见和建议。

Hunan Province is an important position for scientific and technological innovation in the central region of China.In 2018,Hunan Province joined the National Natural Science Foundation of China(NSFC)Regional Innovation and Development Joint Fund in the first batch,which has provided an opportunity for scientific and technological innovation of Hunan Province to reach a new level.This research systematically analyzes the application and funding of the National Natural Science Foundation of China(NSFC)regional joint fund for Innovation and Development(Hunan Province)in 2019 and 2020.The results show that the joint fund for Regional Innovation and Development of the National Natural Science Foundation of China has attracted and gathered excellent scientific research forces from other provinces and solved the scientific and technological problems in Hunan Province,which perfectly met with the purpose of the establishment of the Joint Fund for Regional Innovation and Development of the National Natural Science Fund.In response to the current deficiencies in fund management,this paper also puts forward a series of opinions and suggestions.
