浅谈双重预防体系与安全生产标准化之间的关系

双重预防体系提出之前安全生产标准化已经是完整的安全管理体系并有效运行,构建双重预防体系是解决“认不清、想不到、管不好”问题的必然要求。传统安全管理方法对解决目前问题的局限性;没有做到风险超前预控、全过程管理,安全生产责任制没有真正落实到位,安全监管不严,存在“严不起来、执行不下去”现象,隐患排查治理未闭环,存在老发现、老治理、老反复的现象。双重预防体系与安全生产标准化两者是互补的关系,双重预防体系从制度中明确了各岗位设置及岗位责任制的完善落实,执行公司级、部门级、班组级、岗位级四级管控及隐患排查治理体系,进一步完善了安全生产标准化的管理体系,从安全生产标准化中来,再到安全生产标准化中去,形成体系后进一步与安全生产标准化融合并存运行。

Before the dual prevention mechanism put forward that the safety production standardization has been a complete safety management system and effective operation,the construction of the dual prevention mechanism is the inevitable requirement to solve the problem of"confusion,unexpected,bad management".The limitations of traditional safety managementmethods to solve the current problems;risk advance control,whole process management,safety production responsibility system is not implemented in place,safety supervision,"strict enforcement"phenomenon,hidden dangers are not closed loop,old discovery,old management and repeated phenomenon.Double preventionsystem and safety production standardization is the relationship between the complementary,double prevention mechanism from the system of the post setting and the improvement of the post responsibility system,execution company,department level,team level,post level level 4 hidden control and management system,further improve the safety production standardization management system,from the safety production standardization,to safety production standardization,form system after further running and safety production standardization fusion.
