摘要
民办教育除了具有一般意义上教育促进共同富裕的功能外,在促进共同富裕方面还有扩大教育机会、增强教育选择性、促进人力资本供需匹配、改善教育整体质量、形成财富创造新的增长点等独特功能。与此同时,民办教育也具有扩大社会不公平的因素。改革开放以来,中国民办教育在促进共同富裕方面发挥了积极作用,但还有一些不适应共同富裕要求的因素。有鉴于此,建议合理把握民办教育的规模与布局、积极鼓励教育捐资办学、完善非营利性民办学校治理机制、促进民办学校特色发展、加强教育全行业管理、改革教育和人才评价制度,以期更好地发挥民办教育促进共同富裕的功能。
Non-governmental education,in addition to its general role in promoting shared prosperity through education,also has unique functions in enhancing opportunities for education,increasing educational selectivity,facilitating the matching of human capital supply and demand,improving overall education quality,and creating new growth points for wealth.Nevertheless,non-governmental education inherently contains elements that can widen social inequalities.Since the reform and opening-up policies,non-governmental education in China has played a positive role in promoting shared prosperity,though there are still some factors that do not align with the requirements for shared prosperity.In view of this,it is suggested to rationally control the scale and layout of non-governmental education,actively encourage educational donations,improve the governance mechanism of non-profit non-governmental schools,promote the distinctive development of non-governmental schools,strengthen overall industry management in education,and reform the education and talent evaluation system.
