摘要
社区养老服务体系作为普惠型养老服务主体,基于多业态深度融合的组织模式创新,解决社区养老“供给—需求”之间的矛盾,是文章关注的主要问题。文章讨论了社区养老服务体系供需匹配的主要特征及其成因,结合利益相关者理论与空间生产理论,通过对浙江未来社区七彩实践的社区运营案例的分析,揭示一种社区养老服务体系枢纽结构的组织模式,以社区运营的统筹力、数智化、生活性为可持续竞争优势,满足社区养老方式的供需匹配要求。核心枢纽组织的运营主体兼有市场属性和公共属性特征,成为组织模式创新的另一个重要视角。
This paper focuses on issues of community care service system as the main body of inclusive social care,the innovation of the organizational model based on the deep integration of multiple formats,and the solutions for the contradiction between the“supply and demand”of community care.It discusses the main features and causes for the matching of supply and demand in the community care system.Combining the theories of stakeholders and space production,and through the case analysis of the practice in Zhejiang’s Qicai community,it reveals an organizational model of the hub structure of the community care system,taking the overall planning,digital intelligence,and livability of community operations as sustainable competitive advantages,to meet the requirements of the supply and demand matching of the community care system.The operating subject of the core hub organization has both market attributes and public attributes,which becomes another important perspective for organizational model innovation.
