“国有民办型”独立学院转设新路径探索

Exploration of New Path for Transformation of Public Independent Colleges

"国有民办型"独立学院作为我国独立学院的重要类型,面临较大的转设困境,包括多数"国有民办型"独立学院转设条件不达标、转设动力不足、转设为公办高校面临地方财政压力以及转设为民办高校或合并转设均面临较大挑战等。借独立学院转设之机,探索独立学院转设为"县级市承办高校",有助于为"国有民办型"独立学院提供更多的转设选择。从可行性来看,"县级市承办高校"有利于缓解省市两级政府的财政压力,且县域经济升级转型和县域社会文化发展均呼唤"县级市承办高校"。探索"国有民办型"独立学院转设为"县级市承办高校",须发挥各级政府的能动作用,在办学机制、举办机制、经费保障机制和人事任命机制等方面积极探索,进行必要的改革创新。

As an important type of independent colleges in China,the public independent colleges are facing major difficulties in transformation,including not meeting the requirements for transformation and lack of motivation,facing local financial pressure when transforming to public universities,as well as greater challenges for the transformation or merger with non-governmental institutions of higher learning.Taking advantage of the transformation of independent colleges,this paper explores the transformation of independent colleges to county universities,which will help provide more channels for the transformation of public independent colleges.From a feasibility point of view,county universities are helpful to alleviate the financial pressure of the provincial and municipal governments,while county economic upgrading and transformation,and county social and cultural development all call for county universities.Transformation of public independent colleges to county universities must give full play to the active role of governments at all levels,actively explore the school running mechanism,holding mechanism,funding guarantee mechanism,and personnel appointment mechanism,and carry out necessary reform and innovation.
