我国自由贸易试验区发展的制度创新经验和前景——以福建省为例

Institutional Innovation Experience and Prospects of the Development of China’s Free Trade Zone:Taking Fujian Province as an Example

福建自由贸易试验区建设的成功在于结合实际执行的制度创新,其主要经验可归结为:在对接"一带一路"倡议、探索对台工作先行先试、大力抓好优化营商环境、用好用足多区叠加政策等方面的制度创新。当前,福建自贸区制度创新存在的问题有:营商环境的制度创新无法满足发展需要,非公有制经济与自贸区结合的制度创新不足,促进福建自贸区差异化发展的制度创新偏少,自贸区金融创新存在体制机制的制约,针对中央提出的自贸区发展新战略的制度准备不足等。相应的对策建议是:进一步抓好自贸区内制度创新的集成改革,下功夫用好用足多区叠加政策,对台工作要找准新抓手,进一步优化自贸区经济结构,赋予自贸区更大的改革自主权,深度对接"一带一路"沿线国家和地区,推进自由贸易港建设先行先试。

The success of the construction of Fujian Pilot Free Trade Zone lies in the system innovation based on actual implementation.Its main experience can be attributed to:system innovation in docking the“Belt and Road”initiative,exploring work with Taiwan,vigorously optimizing the business environment,and making good use of the“multi-regional overlay”policy.At present,the problems in the system innovation of Fujian Free Trade Zone are:system innovation of the business environment cannot meet the development needs,system innovation of the combination of the non-public economy and the free trade zone is insufficient,system innovation to promote the differentiated development of Fujian free trade zone is insufficient,financial innovation of the free trade zone is restricted by the system and mechanism,and the system is not prepared for the new strategy for the development of the free trade zone proposed by the central government.The corresponding countermeasures and suggestions are:further improve the integrated reform of system innovation in the free trade zone,make good use of the“multi-zone superimposition”policy,find new approach for work with Taiwan,further optimize the economic structure of the free trade zone,provide the free trade zone with greater autonomy in reforms,deeply connect with countries and regions under the“Belt and Road”initiative,and promote the construction of a free trade port as a pilot.
