浙江省落实《优化营商环境条例》的地方立法建议

Suggestions for Zhejiang to Lmplement Local Legislation of Regulations on Optimizing the Business Environment

2020年1月出台的《浙江省民营企业发展促进条例》被视为浙江落实国家《优化营商环境条例》的地方立法,两者存在较多相通之处,但前者并未完全覆盖后者,加之新形势对于浙江优化营商环境提出新要求,浙江有必要推进优化营商环境立法。建议浙江依据《优化营商环境条例》,借鉴国内地方立法先行实践,对标国内国际先进水平,加强长三角区域协同,从政务环境、要素环境、数字环境、创新环境、开放环境和生活环境等重点领域,创制地方优化营商环境法规,并支持有条件的市、重大平台等率先开展优化营商环境地方立法。

The Regulations on Promoting the Development of Civilian-run Enterprises in Zhejiang Province promulgated in January 2020 is regarded as Zhejiang’s local legislation for implementing the national Regulations on Optimizing the Business Environment.In addition,the new situation puts forward new requirements for optimizing the business environment in Zhejiang,and it is necessary for Zhejiang to advance legislation to optimize the business environment.It is recommended that Zhejiang follows the Regulations on Optimizing the Business Environment,learns from the first practice of domestic local legislation,benchmarks domestic and international advanced levels,strengthens regional coordination in the Yangtze River Delta,and from key areas such as government environment,element environment,digital environment,innovation environment,open environment,and living environment,creates local laws and regulations to optimize the business environment,and supports cities,major platforms and other regions with conditions to take the lead in developing local legislation for business environment optimization.
