再生性贫困、继发风险及其阻断机制——基于H省X县的调查分析

Regenerative Poverty,Secondary Risk and Its Blocking Mechanism:Based on the Investigation of X County in H Province

自精准扶贫政策实施以来,我国脱贫攻坚战取得了重大历史性突破。原发性贫困被逐渐削减后,再生性贫困问题日益凸显,成为新的社会性贫困顽疾。脆弱性是再生性贫困发生的主要致因,政策实施、人口素质和地域环境等脆弱性风险的共同耦合,则成为影响当前脱贫成效的主要因素。文章在梳理现有文献的基础上,以H县X县扶贫开发工作为例,验证再生性贫困各个阶段的继发风险,并借鉴易地扶贫搬迁经验,提出"长效动态衔接机制""贫困人口自我造血机制""可持续多维度发展机制"等再生性贫困阻断机制,巩固扩大扶贫成果,以期全面建成小康社会。

Since the implementation of the targeted poverty reduction policy, China has made a historic breakthrough in the fighting against poverty. After the reduction of primary poverty, the problem of regenerative poverty becomes more and more prominent and becomes a new stubborn disease of social poverty. Vulnerability is the main cause of regenerative poverty, while the coupling of policy implementation, population quality, geographical environment and other vulnerability risks is the main obstacle to the effectiveness of poverty eradication. This paper, based on the existing literature while taking the poverty alleviation and development work of X county in H province as an example, validates the secondary risk of each occurrence stage of regenerative poverty. Drawing lessons from the experience of relocation and poverty alleviation, the mechanism of "linking up long-term dynamic policies", "self-hematopoiesis mechanism of the poor" and "sustainable multi-dimensional development mechanism" are put forward to block regenerative poverty, so as to consolidate and expand the achievements of poverty alleviation and realize a comprehensive well-off Society.
