全球私立教育学段的举办结构及对我国民办教育发展的启示

Structure of Global Private Education Section and Its Enlightenment to the Development of Non-governmental Higher Education in China

从全球范围看,世界各国基本形成了公私并举的教育发展格局,私立教育举办结构呈现出私立大学在校生数"三分天下有其一"、私立中小学在校生数占比不高、百余国家私立幼儿园在园人数少于四成等现状。当下,我国教育举办结构存在规模不平衡、功能不协调、质量不理想、竞争不充分和政策不落实等问题。借鉴全球具有代表性国家和地区的私立教育经验,应不断深化对发展民办教育意义的认识、科学规划民办教育的发展空间和结构、引导民办学校的科学定位、落实落细民办教育发展的扶持政策、努力营造教育市场竞争的良好环境,以力推公办教育和民办教育的协调发展。

From a global perspective,a joint public-private education development pattern has been formed.The structure of private education shows that student number in private universities accounts one-third of the total student population,the number of students in private primary and secondary schools is not high,while the number of children in private preschool education accounts for over 40%.At present,China’s educational organization structure exists problems such as unbalanced scale,uncoordinated functions,unsatisfactory quality,insufficient competition,and unimplemented policies.Drawing on the experience of private education in representative countries and regions in the world,we should continue to deepen the understanding of the significance of developing private education and scientifically plan the development space and structure,guide the scientific positioning of private schools,implement supporting policies for the development of private education,and strive to create a good environment for competition in the education market to promote the coordinated development of public education and non-governmental education.
