摘要
教育政策的滞后有"无意滞后"和"有意滞后"两种表现形式。无论哪种形式,教育政策的顶层设计都不能缺位或滞后。民办高等教育分类管理政策演变过程带来的一个启示,即教育政策策略的运用必须坚持顶层设计先行一步,有所为有所不为。必须从基本国情出发,并广泛听取各利益相关者的意见。
The lag of education policy has two manifestations:"unintentional lag"and"intentional lag".Regardless the form,the top-level design of education policy cannot be absent and lagging behind.The evolution of the classification management policy of non-governmental higher education has brought enlightenment,i.e.,the application of education policy strategies must adhere to the top-level design,and it does something but not everything.Education policy must start from the basic national conditions,and the opinions of various stakeholders are widely listened to.
