Prospects and Suggestions for the Development of Non-governmental Education in the Fourteenth Five-Year Plan Period

"十三五"时期,我国民办教育有了长足的发展。展望"十四五",民办教育发展仍处于大有可为的战略机遇期。但是,机遇能否转化为现实的竞争优势,主要取决于战略和政策选择,关键是要加强顶层设计,推动制度尽快成熟定型。建议"十四五"时期持续推进"放管服"改革,加强教育全行业管理,充分挖掘民办教育政策支持空间,培育民办学校竞争新优势,在建设高水平民办高校方面取得新突破,实行灵活的改革策略。

During the"Thirteenth Five-Year Plan"period,China’s non-governmental education has made great progress.Looking ahead to the"Fourteenth Five-Year Plan"period,the development of non-governmental education is still in a period of great strategic opportunities.However,whether opportunities can be transformed into realistic competitive advantages depends mainly on strategic and policy choices,and the key is to strengthen the top-level design and promote to mature and finalize the system as soon as possible.It is suggested that during the"Fourteenth Five-Year Plan"period,the"decentralized service"reform should be continuously promoted and education-wide industry management should be strengthened.It is necessary to fully explore the space for non-governmental education policy support,cultivate new competitive advantages for non-governmental institutions,make new breakthroughs in building high-level non-governmental institutions of higher learning,and implement flexible reform strategies.
