摘要
针对老旧武器装备甚至主战装备零部件面临的过时淘汰问题,分析了装备整装服役周期长与零部件服役寿命短、制造商供应意愿不强与零部件可靠保供、严苛服役环境与零部件性能不匹配、绿色环保限制与制造工艺落后4个方面的矛盾,以及零部件过时淘汰对不同零部件类型、装备全寿命周期和装备全系统作战效能的影响。从加强零部件过时淘汰科学管理、建立顺畅的军队内部零部件调度机制、保持稳定可靠的零部件储备、重视武器装备设计研发、发展替代性应急制造和维修新技术5个方面提出了解决措施,以期为装备零部件过时淘汰的科学管理和有效应对提供参考。
Aiming at the obsolescence problem faced by outdated weaponary equipment and even main battle equipment parts,this paper analyzes four contradictions between the long service life of equipment and the short service life of components,the less supply willingness of manufacturers and the supply reliability of the component,the harsh service environment and the mismatch of parts performance,the environmental restrictions and outdated manufacturing process,and the impact of part obsolescence on different part types,equipment life cycle and the system-wide operational effectiveness of the equipment.It proposes five solutions to address equipment part obsolescence problem,including strengthening scientific management of obsolete parts,establishing smooth dispatching mechanism of military internal parts,maintaining stable and reliable parts reserve,attaching importance to the design and development of weapons,developing new technologies of alternative emergency manufacturing and maintenance,which provides reference for scientific management of equipment obsolescence and effective contermeasures.
