摘要 [目的]探究公立医院构建一流人才队伍的模式,以及提高人才队伍竞争力的具体战略和策略。[方法]运用案例分析方法,以中山大学肿瘤防治中心一流人才队伍建设实践为例,基于动态能力视角针对不同阶段和人才类型分析构建模式。[结果]提出一个公立医院人才队伍构建的概念框架:通过分析不同阶段的人力资源位势,选择外部引进或内部培养的人才战略,并配合激励、考评和文化影响等措施对人才队伍优势进行重构,最后循环演化整个过程。[结论]人才队伍构建是调整升级的动态循环过程,应当结合外部引进和内部培养战略以及硬性和柔性管理策略,内外驱动人才队伍发展。 [Purpose]To introduce the practice of high-level personnel team construction with dynamic capability theory in Sun Yat-sen University Cancer Center(SYUCC).[Methods]As case study,the construction of high-level personnel team in SYUCC was introduced,focusing on the construction pattern at different stages and personnel types based on dynamic capability theory.[Results]A conceptual framework of the construction of high-level personnel team in public hospitals was proposed.Based on identifying the strengths and weakness of personnel in different stages,the public hospitals should choose the strategies of introduction of talents from outside or cultivation of own personnel,and various tactics to reconstruct strengths should be applied dynamically.[Conclusion]It is suggested that the construction of high-level personnel team is a dynamic cycle process,and the public hospitals need to combine different strategies and tactics to enhance talent development.
