珠澳科技创新合作的现状、问题与对策

Current Situation,Problem and Suggestion: Technological Innovation Cooperation between Zhuhai and Macao

珠澳科技创新合作是支撑粤港澳大湾区建设国际科技创新中心的重要环节。本文立足珠澳科创合作的现状,发现珠澳科创合作面临科创合作定位不明确、协同发展机制尚不完善、科创资源储备不足、科创动能供给匮乏、创新要素流动不畅、国际科创资源集聚效应较弱等挑战及问题。在此基础上,本文从合作机制建设、部门间多层联动、优化创新生态、加强科技成果转化、强化全球布局、重点突破要素流动藩篱六方面切入,围绕加强珠澳科创合作提出政策建议。

Cooperation between Zhuhai and Macao in technological innovation plays an important role to support the Guangdong-Hong Kong-Macao Greater Bay Area to build an international technological innovation center.Through examining the status quo of Zhuhai-Macao cooperation in technological innovation,some challenges and problems have been found such as unclear orientation of cooperation,imperfect mechanism for coordinated development,insufficient reserve of resources,lack of motivation,interrupted flow of innovation factors,weak agglomeration effect of international resources.On this basis,the paper gives some suggestions in six aspects:cooperation mechanisms,multi-level linkage between departments,innovation ecology optimization,transformation of scientific and technological achievements,global strategy,and breaking through the barriers of factor flow.
