首尔都市圈区域创新系统建设中的政府作用及其对粤港澳大湾区的启示

The Government Role in the Regional Innovation System of the Seoul Metropolitan Area and Its Enlightenment to the Guangdong-Hong Kong-Macao Greater Bay Area

《粤港澳大湾区发展规划纲要》重点描绘高端制造业、新兴产业、科技创新企业的发展前景,并且指出粤港澳大湾区建立世界级城市群现存的主要障碍在于粤港澳三地的科技创新企业比重不高、高端产业不健全。而韩国政府主导的区域创新系统(RIS)的创建和发展,成功地促进了首尔都市圈内科技创新企业、高端产业的良性发展。这对粤港澳大湾区未来发展具有借鉴意义。粤港澳大湾区可通过加强政府、半公共组织(高校、研究机构、公共企业)与私营组织的对接,根据各城市区域创新系统三大主体"政府、高校等研究机构、产业"不同的比较优势,形成主导区域经济发展的"领军城市"、反映区域鲜明特点的"特色城市"、居住环境一流的环境友好型"绿色城市"以及教育实力雄厚的知识密集型"科教城市"。

The Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area depicts the prospects of developing high-end manufacturing industry, emerging industries and technological innovation enterprises in the area. It points out that the main obstacles to building a world-class urban agglomeration in the area are its relatively low proportion of technological innovation enterprises and its underdeveloped high-end industries. The governments in the Republic of Korea played a leading role in creating and developing the Regional Innovation System( RIS) and successfully promoted the healthy development of technological innovation enterprises and high-end industries in the area. Those can be used for reference to the future development of the Guangdong-Hong Kong-Macao Greater Bay Area( GBA). GBA can create its own RISes by tightening up the relationship between governments,semi-public organizations( universities,research institutions,public enterprises)and private organizations. According to the different comparative advantages of the different GBA cities ’ RIS entities( governments, research institutions and industries), the governments in GBA can make more differentiated and coordinated efforts by developing leading cities that can lead the regional economic development,feature cities with distinctive local characteristics,green cities with friendly and excellent living environment,and knowledge-intensive cities with scientific research and education advantages.
