“有序推动县改市”应注意省域倾斜

More Weight should be Put on Central and Western China during the County-to-City Upgrading Process

新时期有序推动县改市是全面深化改革和新型城镇化两大战略部署的共同要求。从县改市事例的整体回顾和现有县级市的地域分布,亦即历史学的时间维度和地理学的空间维度两个方面,有序推动县改市,应注意向中西部地区,尤其是西部地区省域进行倾斜,同时注意年度批准的总量控制。

Having counties upgraded to cities orderly is the common call shared in the strategy of comprehensively deepening reform and that of new urbanization.From the historical and geographical perspectives,that is,in the two dimensions of time and space,the practice of county-to-city upgrading in China since the reform and opening-up and the current distribution of the county-level cities have been reviewed.A fact has been found here that most county-to-city upgrading cases are located in the Eastern China.Therefore,for future policies,more weight should be put on the central and western regions,especially the western.Reducing and Limiting the number of upgrading cases should be taken into account as well.
