安全生产运动式监管:协同网络特征与风险结构适应——以全国安全生产专项整治三年行动为例

Collaborative Network Characteristics and Risk Structure Adaptation of Work Safety Campaign-Style Supervision:A Case Study Based on the Three-Year National Campaign for Work Safety

安全生产专项行动、综合治理、集中整治等运动式监管模式已成为安全生产监管领域的重要实践创新。建设安全生产运动式监管协同体系对推进安全生产治理体系和治理能力现代化、维护社会发展安全稳定具有重要意义。为探索安全生产运动式监管协同体系的主要特征与形成机制,本文引入社会网络分析方法,以全国安全生产专项整治三年行动为例,构建了安全生产运动式监管协同网络与“职能部门-监管任务”二模网络。本文依次分析了安全生产运动式监管协同体系概貌、职能部门的角色与定位、职能部门与监管任务的关联关系以及不同监管任务下资源的共享与交互情况,并通过推断性网络分析法解释了安全生产运动式监管协同网络的形成机制。在此基础上,基于复杂适应系统理论,提出安全生产运动式监管协同体系的形成过程是一个回应多元化风险治理需求的适应性过程,刻画了安全生产运动式监管协同体系形成的基础层、深化层与延展层,并进一步从完善责任链条、关注风险耦合两个方面提出了安全生产运动式监管协同体系建设的对策建议。

Special action,comprehensive governance,centralized regulation and other campaign-style supervision modes have become important practical innovations of work safety supervision.The construction of work safety collaborative system of campaign-style supervision is of great significance in promoting the modernization of work safety governance system and governance capacity,and maintaining the safety and stability of social development.In order to explore the main characteristics and the formation mechanism of the work safety collaborative system of campaign-style supervision,the social network analysis method was introduced.The work safety collaborative network of campaign-style supervision and the“functional departmentssupervisory tasks”2-mode network were constructed by taking the three-year national work safety special rectification action as an example.The study successively analyzed the general picture of the work safety collaborative system of campaign-style supervision,the role and positioning of functional departments,the correlation between functional departments and supervision tasks,as well as the sharing and interaction of resources under different supervision tasks.The formation mechanism of work safety collaborative network of campaign-style supervision is explained by inferential network analysis.On this basis,based on the complex adaptive systems theory,it is proposed that the formation process of the work safety collaborative system of campaign-style supervision is an adaptive process responding to the needs of diversified risk management.The basic layer,the deepening layer and the extension layer of the work safety collaborative system of campaign-style supervision are described.Further,countermeasures and suggestions for the@米ｪUconstruction of work safety collaborative system of campaign-style supervision are put forward from two aspects:perfecting responsibility chain and paying attention to risk coupling.
