粤港澳大湾区社会政策合作的发展进程及演进逻辑

The Development Process and Evolutionary Logic of Social Policy Collaboration in the Guangdong-Hong Kong-Macao Greater Bay Area

社会政策事关人民福祉。粤港澳大湾区社会政策合作对创造湾区优质生活圈、提升湾区市场一体化水平、建设湾区人才高地和促进多元文化交流融合,具有重要的意义。本文从跨域政策合作的视角切入,把粤港澳大湾区社会政策合作的发展分为前伙伴型合作、伙伴联盟型合作和整合型合作三个阶段。粤港澳大湾区概念提出之前,粤港澳三地的社会政策合作属于前伙伴型合作,其特征是参与者之间的关系属非正式伙伴关系。粤港澳大湾区概念提出后,粤港澳社会政策合作进入伙伴联盟型合作阶段,其特征是在一些政策领域中出现了以行政协议为主要形式的正式合作关系。展望未来,粤港澳大湾区社会政策合作将进入整合型合作阶段,其特征是基于正式科层体制的更深层次的合作。

Social policies are related to people's well-being.Social policy collaboration in the Guangdong-Hong Kong-Macao Greater Bay Area is of great significance in creating a high-quality living area,upgrading the level of market integration,building a talent highland and promoting multicultural communication and integration.From the perspective of cross-border policy collaboration,this paper categorizes the development of social policy collaboration in the Guangdong-Hong Kong-Macao Greater Bay Area into three stages:pre-partnership collaboration,partnership-alliances collaboration,and integrated collaboration.Before the concept of Guangdong-Hong Kong-Macao Greater Bay Area was coined,social policy collaboration among Guangdong,Hong Kong and Macao was of a pre-partnership type,characterized by the informal partnership among participants.Following the occurrence of the concept of the Guangdong-Hong Kong-Macao Greater Bay Area,social policy collaboration among these three regions is becoming apartnership alliancetype collaboration,which is characterized by the formal cooperative relationships in form of the administrative agreements.In the future,social policy collaboration in the Guangdong-Hong Kong-Macao Greater Bay Area will enter an integrative stage characterized by deeper collaboration based on a formalized bureaucratic system.
