东西部协作考评机制及其变迁逻辑

Cooperation Evaluation Mechanism of the East and the West and its Changing Logic

我国脱贫攻坚战能取得全面胜利,东西部协作做了重要贡献。东西部协作之所以能够助推脱贫攻坚战取得胜利,与不断完善的考评机制有莫大关系,特别是2017年首个东西部协作考核办法的出台,让东西部协作工作走向制度化、规范化,从“软约束”变为“硬约束”。研究发现,始于1996年且与东西部协作同步发展的考评机制,经历了探索、完善和深化三个阶段的变迁,呈现出由一元到多元、由规定到自选、由单边到双边、由重结果到过程与结果并重等特征。理性主义、渐进主义和间断平衡是其变迁的内在逻辑。东西部协作考评应按照其变迁的内在逻辑规律,充分发挥考核“指挥棒”和“助推器”重要作用,不断探索东西部协作考评变迁问题及路径,以有效的考评机制助力乡村振兴,逐渐实现共同富裕。

China's tough battle against poverty achieved an overall victory,and the East-west cooperation has made important contributions.The reason why East-west cooperation can promote the victory of the battle against poverty is greatly related to the continuous improvement of the evaluation mechanism,especially the introduction of the first East-west cooperation assessment method in 2017,so that the East-west cooperation work is institutionalized and standardized,from“soft constraints”to“hard constraints”.It is found that the evaluation mechanism,which started in 1996and developed synchronously with the eastern and western regions,has experienced three stages of changes:exploration stage,improvement stage and deepening stage,and its evaluation changes show the characteristics from monism to pluralism,from regulation to self-selection,from unilateral to bilateral,from emphasis on result to process and result.Rationalism,gradualism and intermittent balance are the internal logics of its change.The East-west cooperative evaluation should give full play to the important role of the“baton”and“booster”of the evaluation according to its internal logic law of change,and constantly explore the problems and paths of the East-west cooperative evaluation,so as to boost the rural revitalization with an effective evaluation mechanism and gradually achieve common prosperity.
