政府注意力何以塑造地方政策评估行为?——基于“评估共识-空间张力-选择耦合”框架的多案例研究

How does Government Attention Shape Local Policy Evaluation Behavior——A Multi-case Study Based on the“Evaluation Consensus-Spatial Tension-Choice Coupling”Framework

政策评估是提升政府治理效能的有效手段。本文通过文献回顾发现,中国政府注意力是塑造地方政策评估行为的关键要素,因此建构了“评估共识-空间张力-选择耦合”的分析框架解读政府注意力塑造地方政策评估行为逻辑,选择了“政治性政策评估”“选择性政策评估”“象征性政策评估”“行政性政策评估”案例进行解释与验证。研究发现,评估共识的达成是政策评估的前提,评估压力下适度收缩的评估空间是推动政策评估行为的外在因素,地方善政邀功的主动评估选择是推动政策评估行为的重要因素。由此,本文刻画了政策评估由注意力转变为实践的复杂动态过程。对政策评估行为的分析不仅可以丰富政策评估理论研究,也是推动政策评估实践发展的有益尝试。

Policy evaluation is an effective way to improve the efficiency of governance.Through literature review,it is found that the government's attention is a key element in shaping local policy evaluation behavior in the Chinese context.Therefore,a“consensus evaluation-spatial tension-choice coupling”analysis framework is constructed to interpret the logic of government attention shaping local policy evaluation behavior,and case studies of“political policy evaluation”,“selective policy evaluation”,“symbolic policy evaluation”,and“administrative policy evaluation”are selected for explanation and verification.The study found that the achievement of evaluation consensus is the premise of policy evaluation,the appropriate contraction of evaluation space under evaluation pressure is the external factor that promotes policy evaluation behavior,and the active evaluation selection of local good governance is an important factor that promotes policy evaluation behavior.Thus,the complex dynamic process of policy evaluation from attention to practice is depicted.The analysis of policy evaluation behavior can not only enrich the theoretical research of policy evaluation,but also be a beneficial attempt to promote the development of policy evaluation practice.
