政府组织信息技术采纳:选择机制、结构过程及其技术官僚——基于Y省甲市税务局的案例分析

The Information Technology Adoption in Chinese Local Government Departments:Mechanism,Structures and the Technocrats--A Case Study of the Taxation Bureau in A City,Y Province

本研究聚焦大数据时代政府与信息技术的特定关系,试图探索政府组织技术采纳的选择机制、结构过程与行动者特征。本研究构建了政府组织“技术探索注意力结构-技术采纳决策结构-技术运用实践结构”的分析框架,对Y省甲市税务局在国税地税合并时期的区块链技术采纳等过程进行了多个案分析。通过研究发现,我国政府组织存在自上而下的差序技术采纳与嵌套机制,技术官僚是技术采纳结构的关键行动者,在技术采纳过程中发挥了技术构建与规划、技术研发与创新、技术对接与运维的多元作用。本研究为组织技术采纳研究提供了适用于公共部门的横向比较分析框架,揭示了政府组织技术治理过程中的人力资源短板与技术供应商单边垄断等潜在困境。

This study focuses on the specific relationship between government and information technology in big data era,and attempts to explore the mechanism,structural process and agent characteristics of technology adoption in government organizations.This study first articulates a analytical framework of“technology exploration attention structure-technology adoption decision making structure-technology application practice structure”.Then multiple case studies were conducted on the blockchain technology adoption process of Y Province A City Taxation Bureau during the period of“National and Local Tax Bureau Merger”.This study found that there is a top-down differential technology adoption and coupling mechanism in Chinese government organizations,and technocrats are the key agents in the process of technology adoption who play multiple roles of technology regulating and planning,R&D and innovating,localization and maintaining.This study provides a horizontal comparative analysis framework feasible for public sectors to discuss organizational technology adoption,and reveals the potential difficulties such as the deficiency of human resources and the unilateral monopoly of technology suppliers in technology governance.
