Control and Prevention of the COVID-19 and Modernization of the Medical Insurance Governance

医疗保障事业事关人民群众的健康福祉,医保治理水平的提升也成为了推进新时代国家治理体系和治理能力现代化的关键元素。疫情危机中的医保担当展现了中国既有医保制度的治理优势,但也折射出医保治理体系和治理能力的短板。以危机为契机,全国医保系统应承担起新时代医疗保障改革发展的使命,积极思考中国医保治理现代化的进路。医保治理现代化立足于保障医保基金安全的前提,从整合制度、提高统筹层次、提升医保待遇水平和经办效能,以及建构应急管理体系等角度出发,完善和优化医疗保障制度,进一步将中国的医保制度优势转化为治理效能,提升广大人民群众的安全感、幸福感和获得感,为"健康中国"的建设贡献医保力量。

Medical insurance is closely related to people’s health and well-being,and the improvement of medical insurance governance has become a critical element to promote the modernization of national governance system and governance capacity in the new era.While the role of medical insurance in fighting against the pandemic of the COVID-19 shows tremendous advantages of China’s existing medical insurance system,its shortcomings have also been revealed.Drawing lessons from the pandemic crisis,the medical insurance sectors at all levels should take the responsibilities of reforming and innovating the medical insurance system in the new era,exploring the way of the modernization of China’s medical insurance governance.Based on the safety of medical insurance fund,intensified efforts should be made to integrate the fragmented system,enhance the payment level and service efficiency and establish an emergency system across China,which will contribute to optimizing the medical insurance system and improving people’s sense of security,happiness and gain.More importantly,the establishment of"Healthy China"will also benefit a lot from the efforts above.
