新时代社区治理持续创新研究:基于技术治理视角

Research on Sustainable Innovation of Community Governance in the New Era:Based on Technical Governance Perspective

伴随社区治理的不断深入,技术治理正在成为社区治理持续推进的重要抓手之一,但各种技术治理问题也日益显现。X区建立党组织统筹的新型特色社会动员体系,制定了一系列社区治理标准和指引并取得了良好的治理效果,有效规避了治理方向不清晰,治理效率低、治理过度和治理不足并存,治理社会性不足等问题,值得总结和思考。本研究基于技术治理视角对X区党组织统筹的新型特色社会动员体系进行经验研究,探寻背后的实践逻辑,实现本土理论对话,提出技术治理的四个关键要素(治理设计、治理主体、治理能力和治理方法),在一定程度上可以为新时代社区治理持续创新提供前瞻视角,具有重要的理论和现实意义。

With the development of community governance, many places have launched community governance innovations characterized by technical governance. But various problems have gradually emerged. X District established the new characteristic social mobilization system coordinated by the party organizations, and formulated a series of community governance norms and work guidelines. The new characteristic social mobilization system avoided problems such as unclear governance direction and low governance efficiency, and realized the scientification of technical governance. This study analyzes the four key elements of design, subject, method, and ability of the social technical governance system based on the new characteristic social mobilization system in X area, and has important theoretical and practical significance.
