为了提高“以病人为中心”的服务能力,节约社会医疗资源,提高医疗公共服务和医疗资源的共享能力,从不同医疗信息系统数据共享存在的问题出发,以电子病历为基本平台,整合信息资源,利用公共接口和医疗信息交换标准,建立区域医疗信息集成平台,实现不同平台之间区域医疗信息的交换与共享。通过在服务器端建立标准信息交换接口,在医院、社区及卫生主管部门之间建立统一的区域医疗信息一体化集成平台,既满足医患双方医药信息资源的共享,又方便医疗单位数字设备及信息系统功能的整合,为推动医疗改革、提升科技应用和社会服务能力提供方案和对策。

In order to improve the“patient-centered”service ability,save social medical resources,and improve the sharing ability of medical public services and medical resources,we start from the problems existing in data sharing of different medical information systems,use electronic medical records as the basic platform to integrate information with public interfaces and medical information exchange standards,establish a regional medical information integration platform,and realize the exchange and sharing of regional medical information between different platforms.By establishing a standard information exchange interface on the server side,a unified regional medical information integration platform is established among hospitals,communities and health authorities,which not only satisfies the sharing of medical information resources between doctors and patients,but also facilitates the digital equipment and information of medical units.The integration of system functions also provides solutions and countermeasures for promoting medical reform,improving technology application and social service capabilities.
