京津冀区域城市土地利用效率及影响因素研究

Measurement and influencing factors of urban land use efficiency in Beijing-Tianjin-Hebei region

京津冀产业协同发展离不开土地利用空间格局优化。基于京津冀13个地级市的土地要素投入和产出数据,利用数据包络模型量化京津冀城市群的土地利用效率,量化结果显示京津冀城市群土地利用效率总体上所有增长,但波动显著,各个城市在时间上呈现出平缓、上升、正U和倒U4种形态,在空间上呈现出从“东北高、西南低”向“核心—外围”平稳过渡的态势。进一步通过面板数据分析,结果显示财政收支平衡、外资利用水平、产业结构、绿色发展水平4个因素影响土地利用效率。未来应因地制宜地制定京津冀不同城市的土地利用政策,优化地方财政收入,促进京津冀产业协同一体化发展,优化营商环境,坚持绿色发展,提高土地投入强度,以期提高土地利用效率。

The coordinated development of Beijing-Tianjin-Hebei industry cannot be separated from the optimization of land use spatial pattern.Based on the input and output data of land elements of 13 cities in Beijing-Tianjin-Hebei,this paper uses the DEA model to quantify the land use efficiency of the Beijing-Tianjin-Hebei urban agglomeration.The quantitative results of the super efficiency DEA model show that the land use efficiency of the Beijing-Tianjin-Hebei urban agglomeration has increased on the whole,but the fluctuations are significant.Each city presents four forms in time:flat,rising,positive U and negative U.Furthermore,the land use efficiency of the Beijing-Tianjin-Hebei urban agglomeration presents a smooth transition from"high in the northeast and low in the southwest"to"core periphery"in space.Through panel data analysis,the results show that fiscal balance,foreign capital utilization,industrial structure and green development level affect land use efficiency.In the future,we should formulate land use policies for different cities in Beijing-Tianjin-Hebei according to local conditions,optimize local fiscal revenue,promote the coordinated and integrated development of Beijing-Tianjin-Hebei,optimize the business environment,adhere to green development,improve the intensity of land investment,and then,improve the efficiency of land use.
