基于实证的“专精特新”企业培育路径及政策影响分析

Analysis on thecultivation path and policy impact of“Specialized Fined Peculiar and Innovative”SMEs based on evidence

近期中央及各级地方政府加大政策力度积极培育“专精特新”中小企业。通过政策引导和服务聚焦各级政府探索有效培育“专精特新”中小企业的路径。针对上海市10余年“专精特新”中小企业培育工作开展实证研究,梳理其政策脉络和培育措施,针对608家入围企业的面板数据进行回归分析。分析发现:政府保持政策实施的连贯性和专注性并根据形势发展以及企业反馈及时作出调整是有效实施“专精特新”中小企业培育的重要保证,从而确保“专精特新”中小企业的营收增长和研发强度等有效提升。

Recently,the central and local governments at all levels have increased policy efforts to actively cultivate“Specialized Fined Peculiar and Innovative”SMEs.Through policy guidance and service focus,governments are exploring ways to effectively cultivate scuch SFPI SMEs.Carry out empirical research on the cultivation of SFPI SMEs in Shanghai for more than ten years,its policy context and cultivation measures are analyze.A regression analysis on the panel data of 608 SFPI SMEs is conducted.It is found that the government maintains the consistency and focus of policy implementation and makes timely adjustments according to the feedback of enterprises is an important guarantee for the effective implementation of the cultivation of SFPI SMEs,thus ensuring that SFPI SMEs.The company’s revenue growth and R&D intensity are effectively improved.
