Basic connotations and policy implications and strategic vision of green ecology against the background of the New Era

基于新时代背景在分析绿色生态的基本内涵和政策意涵基础上,提出要以习近平生态文明思想为指导,加大绿色生态全面融合促进,正确处理好绿色生态财富的涵养和适度开发的关系,也就是“绿”(绿水青山)与“金”(金山银山)的关系、人与自然的关系,发展方式和生活方式绿色化同步促进,“倒逼”和“融合”动态结合促进,在全球范围内建立多层面的绿色生态促进组织,实施中国绿色生态促进153活动;要以绿色生态思想稳步推进生态产品价值的实现,建立健全生态产品价值实现的机制和评价体系,加快完善政府主导、企业和社会各界参与、市场化运作、可持续的生态产品价值实现路径,系统谋划、稳步推进生态产业化、产业生态化和文化科技绿色化,保障绿色生态产品和生态文化服务供给,最终达到生态价值的合理转化、推动经济社会发展全面绿色转型,实现绿色成为普遍形态的发展。

Based on the analysis of basic connotations and policy implications of green ecology against the background of the New Era and guided by XI Jinping’s Thought on ecological civilization,we will step up efforts to integrate green development with ecological progress,properly handle the relationship between the conservation of green ecological wealth and appropriate development,that is,the relationship between“green”(clear water and green mountains)and“gold”(gold and silver mountains),and the relationship between man and nature.We should simultaneously promote the greening of development model and lifestyle,promote by“Forced”means(refers to the legal means)and“Integration”means(a means to unify economic development and ecological environment protection),establish multi-level organizations to promote green development and ecological civilization around the world,carry out 153 campaigns about the China Green Ecology Promotion.We should steadily promote the realization of ecological product value with green ecological thought,establish and improve the mechanism and evaluation system for realizing the value of ecological products,improve the path of realizing the value of ecological products under the guidance of the government,with the participation of enterprises and all sectors of society,market-oriented operation and sustainable development,make systematic plans and steadily promote the industrialization of ecology,the ecological transformation of industries and the greening of culture,science and technology,ensure the supply of green ecological products and ecological cultural services,and finally achieve a reasonable transformation of ecological value,promote the comprehensive green transformation of economic and social development to realize the development of green as a universal form.
