摘要
感染性物质的顺畅运输是我国公共卫生保障和重大疫情防控的重要组成部分,其运输安全也是公共安全的重要一环。新冠疫情期间,大量感染性物质通过航空运输,运输过程中出现了一些问题。通过全面梳理我国感染性物质运输的现状,深刻反思在科学研究、公共卫生和应急响应体制、能力培养、专业设备等方面的不足,从制度设计、多部门联动、基础研究、信息传递与安全保卫、人才培养、操作模式转变、第三方评价考核7个方面提出建设性意见,以便为全方位、深层次解决感染性物质运输问题提供参考。
The safe and efficient transportation of infectious substance is an important part of China’s public health guarantee and major epidemic prevention and control.During the coronavirus disease 2019(COVID-19),a large number of infectious substance are transported by air,and some transportation problems have been exposed.The current situation of infectious substance related to transport in China has been reviewed.There are nine shortcomings in science research,public health and emergency response system,competence training,professional equipment and so on.Several suggestions are recommended from seven perspectives in order to solve the safe transport problems of infectious substance comprehensively.These seven aspects are system design,multi-sector collaboration,basic research,information transmission and security,personnel training,operating mode change,and external evaluation.
