区域经济高质量发展与科技金融政策的协调度研究

Research on the Coordination Degree Between High Quality Development of Regional Economy and Science and Technology Financial Policy

区域经济高质量发展与科技金融政策的关系对社会发展至关重要。通过分析2007—2018年全国31个省份(港澳台除外)区域经济高质量发展与科技金融政策的协调度,对二者的协调状况做出评价。首先,以五大新发展理念出发,构建科学的区域经济高质量发展评价指标体系,运用综合指数法测算各省市经济高质量发展水平;然后,制定科技金融政策打分手册,从政策力度、政策目标与政策措施三个维度对全国31个省份2007—2018年相关政策进行量化,分析科技金融政策的发展状况;最后,基于耦合协调度模型,分别从创新、协调、绿色、开放、共享五个角度计算经济发展与科技金融政策的协调度,最终测算两系统的总体协调度。结果表明:各地经济高质量发展与科技金融政策的协调状况存在较大差异。

By analyzing the coordination degree of regional economic high-quality development and science and technology financial policy of 31 provinces and cities(except Hong Kong,Macao and Taiwan)from 2007 to 2018,the coordination status of the two is evaluated.Secondly,using the high-quality indicators of science and technology development policy of provinces and cities,we use the high-quality indicators of science and technology to evaluate the economic development policy of the provinces and cities from the perspective of high-quality indicators Finally,based on the coupling coordination degree model,this paper calculates the coordination degree of economic development and science and technology financial policy from five perspectives of innovation,coordination,green,openness and sharing,and finally measures the overall coordination degree of the two systems.The results show that:there are great differences in the coordination between high-quality economic development and science and technology financial policies in different regions.
