摘要
基于DEA方法,构建了科技成果转化效率评价分析模型,并利用2004-2017年东三省科技成果转化的相关数据,对我国老工业科技成果转化效率进行了实证分析。研究结果表明:要提升我国老工业基地科技成果转化的效率,要着力解决科技成果的经济效益问题,需从政府、企业、金融机构、科研院所和高校等方面共同发力,激活"利益相关者科技成果转化意愿",重塑利益相关者科技成果转化体系。建议,完善和优化公共科研体系布局,着重增强原创知识和适应性技术供给;增强企业创新主体地位,提升科技成果吸收能力;加强转移化体系建设,提升服务能力;推动科技成果协同转化,健全部门间合作协同机制;打造具有比较优势的区域科技成果转化生态系统,实现创新链、资本链和产业链无缝对接。
Based on the DEA method,this paper analyzes the input and output data of transformation of scientific and technological achievements in Northeast three provinces from 2014-2017,in order to discover the reasons for the low efficiency of transformation of scientific and technological achievements in Northeast China.The result show,in order to improve the efficiency of transformation of scientific and technological achievements,efforts must be made to solve the problem of low economic benefits of scientific and technological achievements,enhance the enthusiasm of scientists and technicians via equity incentives,set up corresponding guiding funds to support the transformation of scientific and technological achievements of related enterprises,and improve intermediary services institutions to provide professional services for both supply and demand of transformation of scientific and technological achievements.
