转移还是消化:省级政府基本公共服务筹资策略及其效果分析——来自医疗救助服务的证据

Transfer or Sharing ? Analyses on the Funding Strategy and Its Effect of Basic Public Services among Provincial Governments in China——Evidencefrom Medicaid Services

强化省级政府支出责任是新时代深化财税体制改革的重要举措。通过在"中间层政府"理论基础上,对2011—2016年县级医疗救助数据实证考察发现,尽管省级筹资比重不断提升,但多数省份倾向采取"压力传导型"筹资策略,转移而非消化筹资责任。筹资责任向基层过度转移会降低省内医疗救助的均等化水平,因此需要规范并引导省级财政合理增加支出责任。

Recently,it is one of the most significant measures that enhancing the founding responsibilities of provincial governments taken by central government to promote the equalization of basic public services(EBPS)in China.However,whether the provincial governments would take more founding responsibilities as the central guideline is still not unknown.Taking the Medicaid as an example,this article devotes to figuring out the funding strategies and its equalized effect by using panel data from local governments during 2011-2016.It turns out that most provincial governments tend to transfer the adding funding responsibilities to basic-level governments instead of absorb them by enhancing their own sharing.And such"pressure transfer"funding strategy would not be helpful to promote the intraprovincial Medicaid inequality.Therefore more regulation and guidance should be made to enhance funding responsibility of provincial governments for the purpose to achieve the goals of EBPS.
