论潘懋元教授独立学院转型发展思想的理论意义及其路径设想

On the Theoretical Significance and Path of Professor Pan Maoyuan’s Thought of Transformation and Development of Independent Colleges

独立学院作为我国民办教育的重要组成部分以及扩充高等教育资源的有益补充形式,在经过近20年的繁荣发展之后开始面临日渐紧迫的转型发展问题。在学界尚在探讨独立学院转设中的产权与民办属性问题之时,潘懋元教授所提出关于独立学院向应用技术大学转型发展的思想更凸显出深刻理论意义与实践指导价值。他指出,独立学院具有国家政策支持、本科生培养经验成熟、契合地方发展实际等优势,应该向完全民办、独立自主的应用技术大学方向转变,这是满足国家当前发展高等职业教育、夯实产业发展高质量技术人才基础的战略需求。转变思想、投入经费、改革教学、师资建设,是潘懋元教授为独立学院转型为我国高等职业教育的本科层次培养单位所提出的行动策略。

As an important part of private education in China and a beneficial supplementary form to expand the resource of higher education,Independent Colleges are facing an increasingly urgent problem of transformation and development after nearly 20 years of prosperity and development.While the academic circle is still discussing the property right and private property in the transformation of Independent Colleges,Professor Pan Maoyuan’ s thought on the transformation and development of Independent Colleges into universities of applied technology highlights the profound theoretical significance and practical guiding value.He pointed out that the Independent Colleges with national policy support,undergraduate cultivation mature experience,agree with the advantages of the local development actual,should be to completely private and independent universities of applied technology,which is to meet the strategic needs of development of higher vocational education,strengthen the high quality technical talent base of industry development.It is Professor Pan Maoyuan’s action strategy to transform Independent Colleges into undergraduate level training units of higher vocational education in China to transform thoughts,invest funds,reform teaching and teacher construction.
