On Academic Meaning of Severe Weather and Severe Sea Condition

为明确和探讨恶劣天气和恶劣海况的内涵,采用文献分析法对恶劣天气和恶劣海况及其相关术语的定义、分类和使用情况进行梳理,从学术研究、海事管理和国家标准等角度探讨分析,论证恶劣天气与恶劣海况之间的耦合关系。针对在相关领域对恶劣天气和恶劣海况等相关定义存在使用混乱、表述模糊和定义不明确的问题,提出规范化研究和使用恶劣天气与恶劣海况相关定义的4条建议。结果表明:该研究规范相关术语的使用,保证学术研究的严谨性和提高海上交通安全性等方面具有理论意义和实用价值。

In order to discuss the exact connotation of the terms"severe weather"and"severe sea condition",the literature analysis method is used to sort out the definition and classification of the terms and analyze them from the perspectives of academic research,maritime management and national standards.The coupling relation between severe weather and severe sea condition is discussed.It is found that there are problems such as vague expression and unclear definitions of the two terms in related fields.Four suggestions for standardizing the definition of the two terms are proposed in researches and practical uses.It is of theoretical significance and practical value to standardize the use of terms for ensuring marine safety.
