摘要
核电厂移交接产的安全和质量对于核电机组按期投产与高效稳定运行起到决定性的作用,而核电厂运行人员在移交接产阶段的介入是核电厂的普遍难题,许多电厂由于核电厂运行人员在移交接产阶段的参与不到位,造成后期系统的移交问题过多,严重地影响了核电工程建设的安全和质量。漳州核电运行处以系统工程霍尔模型和精细化管理理论为基础,通过建系统化培训体系、标准化接产体系、敏捷化提升这三个方面入手,形成了一套具有漳州核电特色的移交接产管理方法,有效地解决了运行人员移交接产阶段介入的难题,助力漳州核电成为核电领域移交接产的标杆项目,为后续“华龙一号”的批量化建设形成示范。
The safety and quality of nuclear power plant handover play a decisive role in the scheduled production and efficient operation of nuclear power plant.But the involvement of operators in the handover stage is a common problem for nuclear power plants.Many nuclear power plants have too many systematic handover problems in the later stage due to the inadequate participation of nuclear power plant operators in the handover stage,which has seriously affected the safety and quality of nuclear power engineering construction.Based on the Hall model of systems engineering and delicacy management theory,Zhangzhou nuclear power operation department has formed a set of handover management methods with the characteristics of Zhangzhou nuclear power through the establishment of systematic training system,standardized handover system and agile improvement,which effectively solves the problem of operators’involvement in the handover stage,and helps Zhangzhou nuclear power become a benchmark project in the field of nuclear power.It will form a demonstration for the subsequent batch construction of HPR1000.
