以核能多用途利用构建零碳新赛道——以秦山核电核能供热示范工程为例的探索与建议

Building a New Zero-carbon Track with Multi-purpose Utilization of Nuclear Energy——Exploration and Suggestions Taking Nuclear Heating Demonstration Project of Qinshan NPP as an Example

为构建“碳达峰、碳中和”背景下的零碳发展新赛道,秦山核电与浙江省海盐县合作推进核能供热项目建设并取得一阶段示范项目成功经验,由此拓展核能多用途利用的更多尝试。文章总结了核能供热项目的实践经验和成效,梳理了现阶段遇到的主要问题,包括缺少规划和标准指导、核能多用途利用不充分、产业布局欠合理等,针对这些问题,提出了包括加快出台专项规划和标准,拓展核能多用途利用的维度及优化产业空间布局等对策建议,以实现地方经济社会绿色低碳转型。

In order to build a new zero-carbon development track under the background of“carbon peaking and carbon neutral”,Qinshan NPP and Haiyan County,Zhejiang Province have cooperated to promote the construction of nuclear heating projects and obtained successful experience in the first stage demonstration projects,thereby expanding more attempts to use nuclear energy for multiple purposes.The article summarizes the practical experience and results of nuclear heating projects,and combs the main problems encountered from this stage,including the lack of planning and standard guidance,inadequate multi-purpose utilization of nuclear energy,unreasonable industrial layout,etc.In view of these problems,it puts forward countermeasures and suggestions,including accelerating the introduction of special plans and standards,expanding the dimension of multi-purpose utilization of nuclear energy,and optimizing the industrial spatial layout,in order to realize the green and low-carbon transformation of local economy and society.
