以人民为中心发展教育,保障人民群众入学机会是中国共产党领导教育事业发展与改革的基本经验,为高校招生政策提供了基本的价值遵循。在新民主主义革命时期,中国共产党的政治纲领和教育实践的目标就是争取女性与工农阶级受教育权利;在新中国成立后的社会主义革命和建设时期,中国共产党通过基础教育的普及和高校招生政策向工农子女倾斜,优先保障工农子女入学机会;在改革开放和社会主义现代化建设新时期,中国共产党逐步确立了"办好人民满意的教育"的执政理念,取消家庭成分、年龄、性别等限制,扩大高等教育规模、增加社会成员入学机会;党的十八大以来,尤其是中国特色社会主义进入新时代,党和政府致力于以人民为中心发展教育,促进高校招生的区域、城乡、机会公平,在共同富裕的社会理想下保障人民群众共享社会发展成果。

In the period of the socialist revolution and construction after the founding of new China, the Communist Party of China favored workers and peasants through the popularization of basic education and the enrollment policy of colleges and universities, giving priority to their children. In the new period of reforming and opening-up and socialist modernization construction, the Communist Party of China has gradually established the ruling concept of running education to the satisfaction of the people, gradually eliminated restrictions on family composition, age and gender, expanded the scale of higher education, and expanded enrollment opportunities for social members.
