“双高计划”建设项目特征与遴选机制分析 被引量:30

摘要 中国特色高水平高职学校和专业建设计划是继国家示范性(骨干)高等职业院校建设项目以来中国高等职业教育的又一重要战略部署。通过全面收集和分析197所"双高计划"建设单位的数据,发现"双高计划"建设项目遴选的学校分布、结构特征和地域特征基本达到政策预期效果,但在国家示范(骨干)校与非国家示范(骨干)校、省域和区域之间也存在入选分布不均衡的现象。进一步通过项目制的视角和理论进行阐释,发现"双高计划"具有突出效率优先兼顾公平发展,加强动态调适与保持政策衔接,坚持专业群基础与注重综合实力等三大特征。 The high-level vocational colleges and specialties construction plan with Chinese characteristics is another important strategic deployment of high vocational education in China since the construction project of national demonstration(backbone)vocational colleges.This paper comprehensively collects and analyzes the data of197"double high plan"construction units,it was found that the distribution,structural characteristics and regional characteristics of colleges selected by the"double high plan"construction project basically achieves the expected results,but there is also imbalance distribution of selection between national demonstration(backbone)schools and non-national demonstration(backbone)schools,as well as between provinces and regions.By further explained from the perspective and theory of project mechanism,this paper concludes that the"double high plan"has three major characteristics which are outstanding efficiency first with fair development,strengthening dynamic adjustment and maintaining policy convergence,adhering to the foundation of majors-group and paying attention to comprehensive strength.
