我国民办高等教育政策的历史演变与逻辑理路——基于政策文本的质性分析

Historical Development and Logical Theoretical Path for Private Higher Educational Policy in China

从政策的视角,采用质性分析的研究方法,对我国民办高等教育发展政策进行文本分析,从政策文本中生成了办学条件、办学行为、党建思政、师资队伍、人才培养5个民办高等教育发展建设的维度。研究发现,我国政策话语对民办高等教育发展的关注以保障性条件为主,偏重于关注办学行为、党建思政、办学条件,对于师资队伍、人才培养的关注度尚显不足,这与民办高等教育的发展阶段有关。面向未来,民办高等教育政策观念应从"零碎单一"走向"整体多元";政策导向应从"偏重管制"转向"管扶并举";政策价值应从"工具理性"转向"价值理性";政策机制由"条线分割"转向"统筹联动";质量保障应从"外部保障"转向"内外协同"。

By adopting properties analysis,this paper makes a text interpretation of policies in educational development,from which conditions,conduct in running a college,party building,ideological and political education,teaching staff,talents cultivation are generated in terms of the development of private colleges.Based on the analysis,it is easy to conclude that the political discourse for private higher education mainly focuses on the supporting measures,especially on those of party building,ideological and political education and the conditions in running a college,rather that those aspects of teaching staff and talents cultivation,which apparently are relevant to the stage of development.When facing the future,the construction of private higher education should concert from its single quality-orientation into multi-quality-orientation,the policy orientation should also be changed from governance direction to governing and supportive direction,the value on policy should be shifted from tool rationality to value rationality,the policy mechanism should be transformed from strip-line division to overall linkage and the protection of quality should be altered from external protection to external and internal coordination.
