加快形成以国内大循环为主体、国内国际双循环相互促进的新发展格局,是重塑我国国际合作和竞争新优势的战略抉择,是事关全局的系统性深层次变革。调研组围绕"加快推进创新型经济、服务型经济、总部型经济、开放型经济和流量型经济建设"开展调研,并提出建议:加强规划统筹,充分整合国内资源,服务国内国际"双循环";加强全产业的协同,推动产业链的深度融合;设立集成电路产业特区,建设系统能力提升的试验田;以需求为导向,创新技术成果转化的服务体系;加大人才培养力度;切实保护知识产权。

Fostering a new development pattern where domestic and foreign markets can boost each other,with the domestic market as the mainstay is a strategic choice to restore China’s new advantages in international cooperation and competition and a systemic,deep-seated and influential change.Themed on economy,this report concludes with the following suggestions:strengthen planning and overall planning,fully integrate domestic resources,serve the domestic and international"double cycle";strengthen the coordination of the whole industry and promote the in-depth integration of the industrial chain;Set up a special zone for integrated circuit industry,and build a pilot field for system capacity improvement;Innovate Demand-oriented service systems on transformation of technological achievements;strengthen personnel training;effectively protect intellectual property rights.
