Survey Report on "Giving Full Play to the Role Dual-Circulation Node to Promote High-quality Development of theEconomy"

加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,是以习近平同志为核心的中共中央在新发展阶段作出的重大战略部署。国内大循环和国际大循环相互交汇、相互连接,双循环的节点至关重要,节点堵则循环阻,节点畅通则能有效促进经济高质量发展。致公党中央调研组赴海南、成渝、云南等三个典型地区进行实地调研,并动员16个地方组织开展专题研究,在实地调研和专题研究的基础上形成了调研报告。报告从畅通双循环节点、促进高质量发展角度,在发挥关键区域先导优势;做强做大国内市场,激发重点企业市场主体活力;发挥科技创新关键领域作用;探索实施碳达峰、碳中和有效路径,推动实现"绿色双循环";扩大国际贸易投资,加强人文交流往来;主动参与国际规则制定,实现高水平对外开放等方面提出了建议。

Fostering a new development pattern where domestic and foreign markets can boost each other,with the domestic market as the mainstay,which is a major strategic plan made by the CPC Central Committee with Comrade Xi Jinping at its core at the new stage of development.Great emphasis should be put on the double-circulation codes.If they can flow smoothly,they can be beneficial to the high-quality development to the economy.This report of the Central Committee of China Zhi Gong Party was based on field investigations in Hainan,Chengdu and Chongqing,and Yunnan provinces.It puts forward the following proposals:key regions should play their leading roles to smooth the flows aiming to promote high-quality development;empower the domestic market and energize some key enterprises;give full play to scientific and technological innovations;push the realization of"green dual-circulation"through achieving peak carbon dioxide emission and carbon neutrality;expand international trade and enhance cultural exchanges;take an active part in international rule-making and realizing high-level opening to the outside world.
